About the new staffs - Guild Wars Forums

The Priest of balthazar has adpet staff heads, does this mean that a 20 casting staff, wont be upgradable anymore with another head? Meaning that every staff which has 10 or 20 casting, the new 20% recharge and 2 upgrades on them will go up insanly because new staffs cna have just 1 mod??
